According to the Richmond Smart Growth Survey conducted in late April 2025, an overwhelming 74% of residents view housing affordability as a significant concern. Nearly four in ten voters (38%) cited housing costs and access as the top issue for city leadership to address—far outpacing concerns about infrastructure or crime.
Key Findings
- 74% of voters say housing affordability is a “very” or “fairly” big problem
- 72% of voters support building more housing in their neighborhoods
- 66% of voters agree Richmond needs more housing types, such as duplexes, condos, townhomes and small homes
The survey results highlight disparities in housing experiences across race, income, and geography. Lower-income households, Black women, renters, and residents in Districts 5, 8, and 9 were most likely to report that quality of life has declined and that housing availability is insufficient to meet their needs. The survey results also underscore a widespread understanding among Richmond residents that the city lacks sufficient housing options for first-time renters and buyers, middle-income households, and older adults.
